I've been searching all over for how heroes earn these tokens. I fully understand how the Overlord earns/spends them. I know how Heroes spend them. Can't find anywhere how they are earned for Heroes though. Any help is greatly appreciated.

When the OL spends them he flips them over and gives it to the hero he is affecting with the card.

I think it's actually given to the hero who has the fewest fortune tokens (heroes' choice if two or more are tied.)

Also note that this only applies when he spends threat tokens to use a card, not when he spends them to purchase a card. In the latter case, they go back to the supply.
