If you use this new event, and you have cersei out (power for winning intrigue challenges), do you get power for winning the intrigue challenge?

Well, if you win the challenge.... yes. If at any point there are no characters left in the challenge, the challenge ends without resolving, but so long as there's still a character involved the challenge will continue.

If you want to win, typically you'll block with someone, *then* use lashing out.
