That table is only meant to be used when buying in bulk, not for personal transactions.

CRB p. 150, second column, last paragraph "Player Characters can generally sell an item for one quarter of its cost on a successful Negotiation check."

No. You sell with either Negotiation (for legal sales) or Streetwise (for other than legal sales), with 1 success giving 25% of listed value, 2 successes giving 50% of listed value, and 3+ successes giving 75% of lsted value.
