Yes, the Hacan player can break his own agreements.
Players cannot break a Trade Contract they have with the Hacan, true. The Hacan person is a player yes. But the Hacan player doesn't have a Trade Agreement with himself; the agreement is with another player. Thus, even using the literal wording you point out, he's not breaking the agreement with himself, he's breaking it with the Trade Partner.
