I hate to say this, but it all depends on how you want to play it. Do you want a heavy sniper with a small craft hoping the small craft can stay alive in the furball, or do you want a ninja running through the furball, and not quite as much heavy artillery? Both combinations have their place, it just depends on how you want to fly the group. Personally, I prefer having an uber-maneuverable fighter to a tank, on the assumption that if I can stay out of firing arcs, I can do more damage without getting hit. Then someone brings out a double YT-1300 list, and I'm trying to keep asteroids between my ships and theirs, figuring adding one evade die to a 1 evade opponent while adding 1 evade to my 3 evade ship hurts them more.

I'm gonna go with BH + Gunner, as the BH is significantly harder to kill.

You don't know what I'm running. Maybe this is far different game
It depends on what you face but I'll actually say Saber + PTL & Bounty Hunter over the Hunter w/ Gunner. The Saber brings in a higher PS to the table and allows for some crazy maneuvering. Gunner can certainly be an amazing upgrade but you need to be missing to activate it while hoping the second attack hits; those glass cannon type ships are where what Gunner shines against but against a lot of other things you'll just never get to use it.

i agree. im far afraid of facing down sabre + PTL than gunner on BH. if im facing gunner in this setup im able to take a single damage (an i probably would) instead of giving them the chance to do even more damage/crits with their gunner.
