I don't mind them dying fast. For me the main feature is how lethal they are at close range, one took the arm of the squads leader in a single good round of melee once, so I definitely feel that they are dangerous opponents. I don't feel that doubling the amount of dice-throws/ork adds anything of value to the game. Just throw in more orks! =D I make exceptions for individual orkoids to give the encounter more flesh, but otherwise I just feel that it slows down the gameplay too much. Too much dice-rolling and point-counting gets in the way of engaging roleplaying. IMHO.

Check out the formation rules in Enemies of the Imperium . They give special talents to Orks that maintain some of their toughness without bogging the game down too much.
They're simply not Orks if they die fast. You could use axe-wielding barbarian humans and they would be the same thing. It's like using Genestealers using the stat-block for a Ministratum Adept.
Well, missile launcher kills them well enough from my experience.

Orcs in TT are not individually any tougher than Space Marines. (Toughness 4). Why should they be tougher to kill in OW?
Axe-wielding humans would have lower TB and would not have the awesome damage the choppa does though. I get what you are saying though, it does make a big difference in how encounters play out. When we started playing I quickly realized I had the option of either tweaking the rules a little, or enduring what I consider incredibly boring and long-winded combat with orks that never die.
