Is there a specific forum where scouts can go to discuss/interpret rules so that we don't have to ask questions in the regular forums? Some time I would just like to discuss it so that I can get it straight in my head so I can explain it to participants at my store.

There isn't one at this time.

We actually will be interviewing Tagnerith in 2 weeks he is a rules arbiter if you have anything you want to ask email me [email protected].

Additionally the rules arbiters all prowl the Q&A on a regular basis. We will ensure folks get the correct answers.
