I would keep "psyker" for psy stuff only. Willpower in general is not psy, so I wouldnt tie it to "psyker".

But I'd prefer for the psyker to have access to cheap willpower

Then your psyker already has the willpower aptitude therefore.

If you want it even cheaper - go get Leadership
