Does this mean that you at least have to have 2 resources on this quest to trigger this action?

If you have 2 resources, Removed 1 and count the remaining 1 power that all the attacking Skaven units gain.

It seems you're right but I will check it with someone else.

You can, technically, execute the effect with one resource token on We Hates Them, but it will add +0 power. I'm not sure why you'd want to do this, but... it is an option.
