Honestly, it's up to you. But comparing the two weapons, you'll see that the net gun has ensnare 5 and the bola has ensnare 3. So it's already got some benefits over the Bola, so that might be the reason for the perceived inconsistency.

What bothers me about the netgun is that it's stats don't indicate it has limited ammo where as it's text does. The inconsistency of stats vs text is starting to bother me about these books.

Yes, from the description (and from the fact that it's considered a grenade launcher) it should have the "Limited Ammo (1 or maybe more)" quality.

Well, the Glope Grenade too should have the "Limited Ammo 1" quality.

The same limited ammo quality is described on the e-11s rifle. Specifically pointing out that most blasters don't have that quality.

From the description, the E-11S should have the same "quality" of the Heavy Blaser Pistol (out of ammo with 3 threats).
