Bring Down the Beast

Just starting out and getting used to the game.

Question is, in the "At the Breaking Point " scenario, the Germans are given the Morale I deck which allows them to draw the Bring Down the Beast card. The Americans, however, don't have any tanks nor may they gain any through reinforcements. Should these cards be removed before the game begins, or does the German player simply draw a useless strategy card if he pulls one of these?

They are simply Duds.

I wouldn't play that scenario to learn the game, as it is widely perceived to be unbalanced.

My advice would be to try the "Tiger Hunt" scenario, downloadable from the ToI website. Excellent learning scenario.
