The simple answer is that it's considered to be 0. Check FAQ 3.34 for confirmation.

Actually, Radiskull, that's not quite right. As per 3.34, moving your used pile away into your plot deck happens passively after revealing your plot - but the rules specifically tell us that When Revealed passives resolve before all others. In this case, you'd count all the plots in your used pile.
The opposite scenario is betrayal at the wall; if you use it as your last plot, you have no plot deck from which to choose another plot until you've resolved it's "when revealed", so it's pretty useless as plot 8.

If passive "when revealed" would not be special, I think the first player could decide which one goes first, right?
