No. Brienne cannot stop titles. Titles are not actually card effects; they are game effects. Using a title is not considered triggering an effect any more than, say, declaring defenders would be. So Titles fall outside the scope of Brienne's ability.

It is also worth noting that Brienne doesn't "cancel" anything. Canceling is when you interrupt an effect after the cost has been paid, preventing its resolution from happening. Brienne creates a play restriction that stops players from ever initiating/paying the cost for effects in the first place. (The distinction becomes important for things, like triggered agenda effects, that "cannot be canceled," but are stopped from ever being triggered in the first place by Brienne.)
