You could give it a fair Crit value but give it something opposite of Vicious - so a -10 per rank on critical. Now it scores critical, but usually minor ones. Still would need fine tuning though.
If the intent was to whip them to death, it would still take a while. Less likely with doing stun damage. Most use of the whip is not meant to kill, but to inflict pain and fear.
Back on the Indy inspiration, one of the last talents is this belongs in a museum. If the duros' ensemble doesn't say indy for you that should scream it.
I think the whip should flat out not be able to hurt anyone wearing armor with a defense rating vs. melee. The whip is an awesome weapon in Pathfinder, but not because it can hurt anyone.
I like the idea of the whip having the knockdown and ensnare qualities.
I'm not sure why everyone seems to think a whip aught to have a HP.
Also, with the low damage on my version, o e still has to deal with soak values.

You know, I feel like a bit of a dunce for forgetting about that one. Though I might suggest lowering the damage (I think either Brawn +1 or a flat 4 is sufficient) with a crit rating of 4 (bit easier to cause lasting injuries as others have noted, but not as easy as a blade or a blaster bolt)

About your thoughts on whips being able to ignore a point of melee defense, I don't think using the logic of "well that's how GURPs did it!" to a more abstract system like this one is the best way to go.
There's also the matter of melee defense really not being that common of a thing (you're more like to see Ranged Defense due to cover), so it'd be a quality that's of minimal use, and thus more likely to be forgotten. The two corebook armors that provide a bonus to Defense (heavy battle armor and armored clothing) do so via armored plating, so it's not exactly like the whip is going to just suddenly sneak past those armor plates any easier than a guy with a vibroknife as the armor's not being used to necessarily "parry" the incoming attack; it's more a case of the wearer trying to ensure that it's the armor that gets hit instead of them.

That's okay, Donovan. I used GURPS as a starting point because that's what I know and it made the whip different to, say, a club. Really not emphatic about it. The folks here have done some great work on fixing the kinks.

Okay... just playing around with ideas, and I've got this PDF...
I've included five "whips" - though there are certainly more in the Star Wars universe. Also in there is a new Item Quality (Tricky - think Cumbersome but for Agility and Cunning) and a new skill - Melee (Finesse).
It's just a rough outline, and I'm more than happy to listen to suggestions for improvement.
