Lycanthropy & Dragon Scales

I am wondering what happens if a Lycanthrope character, in Night conditions, lands on a space that has another character AND a Dragon Scale that matches the Dragon King, which gets the higher priority?

Enounctering the character or drawing a Dragon card?

I think it's the Dragon card since you can not encounter the space or another character but I just want to be sure.

Also, on a side note, just for a bit of a laugh, what happens if the Reaper and Werewolf land on the same space as each other?

Normally a character has the choice whether to encounter a dragon scale in a space, a character in a space, or the space itself. This choice is removed if the dragon scale matches the current Dragon King; in this case a character must encounter the dragon scale irrespective of whether or not he is a Lycanthrope. However if the dragon scale does not match the current Dragon King, a character who is a Lycanthrope must attack a character in a space instead of choosing to encounter either the dragon scale in the space or the space itself.

It's clear that a Lycanthrope must attack a character if he normally could choose something else.

But what happens if a Lycanthrope must attack a character when he must also encounter a Dragon Scale of the King?

Which "must" takes priority?
