Can Empire's Ruin turn Neo Deadly Rave blockabel again? Since the Neo Deadly Rave ability is static i don't think so because it's an ongoing effect.

Not a react on "after your opponent play an ability that make an attack unblockable... " this could prevent it because it's a constant effect, not a played ability. But it's not the case on Empire's Ruins, it's an E.

So yes, Empire's Ruins can make Neo Deadly Rage blockable again with it's E.
