For the Deploy Fleet achievements, a faction needs an unbroken block of 4+ connected sectors. They
were
unlocked, but after refiguring the legit battle reports, neither faction qualified. So it'll give you something to strive for.

So should there be no fleets on the map then and consequently scores changed?
I'm putting together a web page for the campaign, and it will include up-to-date campaign rules and features. (Most of them, anyway. I want to keep some achievements a secret.)
The "Deploy the Fleet" achievements are a way to get fleet markers, but you also get them in other ways. The main way is this: If a faction captures a sector, and then gets 1 or more additional wins in that sector (excess net wins), then it receives a fleet marker there. You only get one fleet marker per sector, no matter how many excess wins you have there.

After pursuing a small group of Rebel forces into a derelict supply convoy, Major Rhymer Decided to use his squad to attack. Reacting to this, the two A-Wings broke away from the Bs, easily bringing the four TIE's into the center of their firing arcs. Although the Major was able to knock out the shields of Blue 2's B-Wing, he was soon gunned down from combined fire from all four craft, the Saber Squadron Pilot target locked and fired upon by some lucky hits from both Rebel fighter groups. Seeing as they were target locked from all sides, the Academy Pilots immediately surrendered, being brought back to the Rebel fleet. Little did they know that Rhymer had ejected from his craft, clinging to an asteroid and transmitting a distress signal, being found by a passing bounty hunter...

The Rebel squadron moved into the Imperial controlled Kastalar Sector, hoping to ambush their forces with their scouting party, instead getting dropped on by their previous opponent and his hired saviour, Kath Scarlet. Although the Rebels once again outmaneuvered the Imperials, they get hit hard by the heavy loadout of Torpedoes and bombs. Major Rhymer was again shot down, but not before Blue Leader was shot down by Kath's Autoblaster, Green 2 also getting unlucky and getting chewed to bits by lasers. However, the last two fighters rallied behind the firespray, taking out her shields and doing heavy damage to her craft. With her blasters malfunctioning she took her chance to flee into hyperspace, deciding her life was worth more than a few thousand credits. The two remaining fighters, both shaken by their loss called in the rest of the fleet to begin their assault on the Imperial base.

Scenario- Basically a straight-up 100-point version of Scenario 1 (Shuttle Escort Mission) with the following forces:

Set-up- Rebels set up in loose wedge formation: Dutch on point, Luke on the left and GSP on the right, with the Senator's shuttle slightly behind Dutch and a bit off-set. The forces of the Empire deployed directly opposite, with Krassis in the center, flanked by CPT Jonus and the Scimitar Squadron Pilot.
Turn 1- Both forces headed off toward each other at "max-chat". Dutch took a shot at Krassis but missed, while KT fired his HLC, scoring 3 hits (removing the Y-wing's shields).
Turn 2- Everyone Target Locks! Dutch & GSP TL Krassis; Luke TL SSP; Jonus & Krassis TL the shuttle and the Scimitar Pilot TL Dutch. Luke scored 2 Hits on the SSP. Dutch hit Krassis for 2 shields. Jonus launched Homing Missiles at the Senator's Shuttle but only scored 1 shield hit. The GSP (A-wing) also launched Homing Missiles and removed 1 of KT's shields. Krassis then fired his HLC at the shuttle and removed 2 more shields. The Scimitar Sqdn bomber launched Assault Missiles at Dutch, doing 1 Hit & 1 Crit (Wpn Malfunction) to the Y-wing and 1 Damage to the shuttle.
Turn 3- The lines interpenetrate (oooh!!!), with Luke and his opponent (SSP) pulling K-Turns. Luke fired and scored another Hit on the Tie/Bomber. Dutch scored a hit and Ionized Jonus who cannot fire because his target is too close (overlapping the Senator's Shuttle). Krassis fires at the shuttle and removes 1 shield. The SSP fires at Luke but misses!
Turn 4- The Senator's Shuttle is past the last defending ship and speeding (slowly) toward the finish line but CPT Jonus has left him a little present, in the shape of a Seismic Charge, which detonates and does 1 point of Hull damage to the Shuttle and 1 to himself, because he could not get out of blast radius (**** Ion Turret!). Luke blasts the Scimitar Squadron Pilot at close range and, using his TL and Marksmanship, vaporizes the TIE/Bomber! CPT Jonus shoots at Luke but the force is with with him and Luke easily dodges the fire. GSP manages 1 Hit on Jonus.
Turn 5- Krassis & CPT Jonus are still trying to "come about"and bring their weapons to bear but Luke and the Green Squadron A-wing keep harassing them. Meanwhile Dutch moves to provide close escort for the Senator's Shuttle. Luke fired into Krassis' flank at point-blank-range and, even though Stressed, scores a Hit (removing the last shield) and 2 Crits (Damaged Cockpit, Munitions Failure). GSP fired at CPT Jonus at range 1, doing 2 Hits. Krassis fired at the A-wing, which dodged the fire.
Turn 6- The Senator's Shuttle escapes! Game over. Rebels win.

The 3 B-Wings dropped out of Hyperspace and took the 4 Tempest pilots by suprise. The Tempest squadron looked to evade and gain position, but there was nowhere to hide. Tempest 3 went down in a hail of fire, closely followed by 1 and 4.
Tempest 3 fled the field (I conceded) badly damaged to report the rebel success in a sector very close to Imperial dominated space.
"This is Dagger 1 to base. All resistance quashed. System secured, no losses, jump in the landing parties. One out."
