City of Shadows Agenda

Well another question about shadow's but this time another card,

Hopefully you guys can spot the theme. ^_^

My question is this however,

On the card it says:

Whenever you bring any card with a "House X only" restriction that does not match your House card out of Shadows, pay 1 additional gold.

Does this mean I only have to pay the sX + 1 to bring it out of shadows, or am I paying sX + 2(out of house cost) and then another + 1(Agenda) for a total of +3?

Only the +1.

The out-of-house gold penalty only applies to playing (or placing in setup) a card, not putting it into play or bringing it out of shadows into play.

If it weren't for the House X Only restriction, you could use out-of-house shadows cards in any deck and not pay any out-of-house penalty. That's why they all have "House X Only". The Agenda allows you to play those, but specifically adds a 1g penatly for out-of-house shadows cards.

That means you're paying sX+1 to bring it out of shadows.

There are no non-neutral Shadows cards that do not say "House X only."

The only way to include a House X card that does not match your house in your deck is if your Agenda allows it.

The City of Shadows agenda specifically allows it.

If a card says "House X Only" then you cannot even include it in your deck without it matching your house card. So you can never play the Catelyn that jumps into challenges unless you have a Stark house card.

The Treaty and Alliance agendas do not get around this restriction though they do negate the OOH cost for cards from the house that you align with. So even if you have an Alliance with Stark - "House Stark only" cards are not legal in your deck.

Note that all non-neutral shadow cards have the "House X only" restriction on them. So again, they can not be included in any deck that does not meet that house card restriction - with the exception of when you are using the City of Shadows agenda. It specifically says you can ignore that deck building restriction but you have to pay an additional gold to bring those cards out of shadows.

We use to get confused with this when i.e. obtaining someones locations/attachments via breaking and entering plot

I'm a little confused -- are you citing this to agree or disagree with the points being made about out-of-House Shadow cards not being included in decks (since they are all "House X only") without the agenda?

Have to think about that, I was just throwing a comment out there .... but I agree with the points ... (re +1 gold and no penalty)

My point was specific to shadow cards and was based on personal experience of how we have been confused by the meaning in our own games

I find that the simple way of looking at it is that, unless your agenda states otherwise, you cannot have House X Only cards in your deck build unless X matches your house card

... and therefore the restriction has no impact on the game as the cards should not be in your deck but does not affect taking control of such cards during the game
