On the contrary, when a new player now takes the Outlands deck, he might start winning right away against most of the quests, I do not think that bring much fun into the matter, and it may surely feel disappointing to him when he picks up, say, a Gondor deck (and I do have a Gondor mono-Leadership deck that can beat pretty much anything, but I doubt new players would win much with it).
yes, this is a good point. there is a natural progression in this, and almost all other games. you start with little and end up with a lot. its part of the fun of seeing your card pool and experience increase, and i know part of the enjoyment i get out of the game is looking back at old cards and seeing how they compare with new ones
still, others may disagree on that this is an lcg and that theoretically players should be able to start anywhere. i do think outlands is a poor place to start as it is rather an unrealistic representation of how this game functions.
