Meera in Marshalling

It is Marshalling phase and I am NOT the active player.

Can I trigger Meera (to get her out of shadows by paying 1 gold as an action)?

You sure can. The only thing you cannot do when you are not the active player is Marshal cards.

Have done this to keep King Robb from kneeling to put out a free King Robb's Host.

So strictly speaking, you cannot trigger Meera if not the active player.

Although I agree with you what can you say to a player claiming this during a tournament?

I would pull out the Core Set rules and turn to p.12 where it says, among other things, that "Only 1 player can marshal cards (i.e., play cards from his hand to the play area by paying the printed gold cost on the card) at a time, but other players can still take 'Marshalling:' or 'Any Phase:' actions as usual."

The far more detailed information in the rules text controls, particularly when you remember that it was written after that particular part of the diagram in the FAQ. It is pretty much impossible to read the Core Set rules and fight a TO who says "non-active players can spend gold to pay the cost of 'Marshalling' or 'Any Phase' abilities during the Marshalling phase."

Ugh... That is confusing. FFG definitely needs to clean up that text. The worst part is that the Core Set Rulebook does a great job of establishing how it works and then the FAQ timing tables muddy it. Oh well. They've done a great job cleaning the FAQ up and this'll likely be addressed in the future.

The core rules should be followed here. The diagram is poorly worded, and it should support the core rules section by saying "only the active player is allowed to marshal cards." The other player may still trigger Marshalling or Any Phase actions that have a gold cost.
