Naval Escort Question

So my friend plays Greyjoy, Raiders and boats he calls it.

He has Naval Escort. It's really powerful and the way that he uses it seems really broken but at the same time I don't think he's using it incorrectly.

Basically he kneels 2-3 warships to give 2-3 of his guys 2-3 strength but he still has a few warship locations remaining. When/If he's about to lose a challenge he will then kneel his other warship locations to give his guys another 1-2 strength boost and then usually wins the challenge by giving one of his guys +4 or +5 strength.

A strict reading of the card sounds like he can do that.

So my question is, can he really do that or does kneeling more warships overwrite the previous use of Naval Escorts ability?

Legal, but be careful. If he has 6 Warships out, he kneels 4 of them to give 4 characters +4 STR.

Later, he can only kneel 2 Warships to give 2 characters +2 STR. It doesn't boost the "X" of the first activation.

It's also not efficient to do it that way. In the scenario above, you'd get a total boost of 20 STR. But if you knelt all 6, you'd get +36 STR.

That assumes they have 6 characters to choose in the first place (since there is no flexibility in X). If you have 6 warships and 4 characters, the "+20 STR total" is your only option.

It also makes a lot of sense in that you might want to keep back some of the Warships until you're sure you don't need their own abilities. For example, it might make a lot of sense to wait to kneel your two Scouting Vessels until later instead of going balls-out with Naval Escort early.
