If my opponent blocks with an action card, or an attack card can I use PotE to negate that block and make my attack go through? The same question with the Nightmare who has a similar effect.

I tried ordering it but it says my credit card cannot be used... I want to ship it to my aunt's house in U.S.A, but I'm using my brother's credit card here in Costa Rica and it gives me an error that I cannot use it.
