What happened to the Scenario Editor?

Did they remove Mike Z's scenario editor? Is this available anywhere else? I'm scouring BGG but can't find it there either

Its not workin anymore... it says "Forbidden"

Is there any way to get this editor? Can't find it anywhere. Can somebody send it to me? Contact me pls!

I've been using the TileSystem editor, and think it's better. If anything, you can extend it a lot easier...
