If I use Kyoshiro's F and then R with A Mysterious Fighter even though I dont draw does that count to Kyoshiro's F being played..

yes, once the costs are paid (commitng) and the entire ability is NOT negated (see martial arts champion and their ilk) you have played the ability that can only be played once per game, you will still get the +5 damage pump though unless that is also negated.

all your doing is replacing the cards you would draw into a damage pump, the effect is still going through.
so once you play kyoshiro and respond with mysteriouse fighter kyoshiro CANNOT be played again.

If I am not mistaken, previous ruling of Promo Ukyo drawing card effect is like: Since "Once per turn" is not the cost, if the drawing effect is negated, he can play the same drawing card effect again in the same turn by paying the cost again, right? The revised rules document due in the next week or so, will actually cover this (and many other) situations explicitly. Hold tight, and if the revised rules don't address the concern, please let me know.

The difference CURRENTLY is the phrase "Only playable". Ukyo does not say "Only playable". He just says "Once per turn".
