There is no download, no PDF.

For the simple reason that FFG's license does not cover pdfs. As was the case when WotC carried the license. That license is separate from the book license and, therefore, an additional cost.

WEG were the ones who specified the terms of the license (in 1987), as I recall. PDFs weren't really a thing back then the terms of the license are very antiquated, and for whatever reason have apparently not been updated to distinguish PDFs from other electronic media. So while supplements like errata and character sheets can be digitally released, rulebooks are not allowed to be published in PDF.

Well, plus the 'electronic games' license that EA have would also cover paid-for PDFs, technically.
