What happens if I target an enemy develepment (unit)? I don't sacrifice enemy unit.

You can target any development - your's or an opponent's. The development is then turned up. If the development is a unit, it is sacrificed at the end of the turn. If it's anything other than a unit it is sacrificed immediately.
