The revised question isn't so much "why would you run a SSP over a RGP" but why would you ever run an SSP+VI over a RGP when you are trying to qualify for the Royal Guard title card and the extra upgrade. I can't think of any real reason to spend 22 points on the SSP+VI when you can just take the RGP assuming you have the RGP which you should if you also have the title card.
