Can you use the Killing Cold's ability even if you do not have any damage on a hoth objective. Basically, do you need to remove damage from a hoth objective you control to sacrifice a unit via the Killing Cold's ability?

actually, you can. you're paying a cost by sacrificing the unit to0 remove the damage, so, once the cost has been paid, it checks for the damage to remove, and, being that there isn't any, it just fizzles... but you still have sacrificed a unit, so you can trigger the Executor, if that's what you're trying to do.

Agreed, the sacrifice is the cost, and they don't check for if the effect will resolve.
