Why is the TIE Interceptor Expansion in development?

Reprints listed as "in development" are awaiting a new print run. Errata will be implemented whenever possible, but very few changes (if any) are otherwise made from the original print run.
It could be that they are updating the cards with errata, or doing some fine tuning on the model/paint scheme.
They are making an all new one so the ones you all ready have are broken and must be destroyed. Please send them back to FFG and they will destroy them in a trade so you can have the new ones delivered to you after worlds.
If you check out the right sidebar on the 'Upcoming' page, it's not drastic overhaul - it's just not at the printer yet, and - like Mastermind said - might include errata:
