I inquired about this on another thread, but I thought it might be more likely to get noticed with its own thread/discussion.
I know that when there are multiple lieutenants in the same location that each encounter happens one at a time, and the heroes pick the order, and they have to not get tpk'd to encounter someone else and/or "visit" the town.
What I was uncertain about was whether one lieutenant benefits from the "fortify" abilities of another, since they are within a trail of each other (or in this case, at the same location). i.e. if Merick and Alric Farrow are both in Tamalir, and the party attacks Alric, does he not only put DOOM! in play per his card, but also get 15 threat to start the encounter? Or just DOOM!
I could've sworn I had read somewhere that they could not benefit from each other, but I am having trouble finding it. What I will say is that the rulebook states that Lieutenants get their card for free and that they can fortify when the heroes explore a dungeon at or within one trail of their location.
Then again, dungeons and encounters are both considered quests, so is this just a wording issue? I guess this then begs the question of whether a normal encounter would also be fortified. I'm personally inclined to think that Lieutenants do not fortify anything but dungeons, but some may disagree.
On a similar note, can lieutenants fortify the overlord's keep for the final battle? Starting with a few powers in play could really help build up the CP for extra health in that final battle.
