Sanctioning Brands Question and Elite Advance vs Background Package Question

Good Morning Everyone!

2 Questions:

1. Is the actual Sanctioning Brand placed at the same location on a Psyker body, and if so, what does this brand look like? I have a player trying to finish his character and was unsure how this works, and honestly, not knowing much on Psykers 40K wise past Grey Knights, I couldn't help him.

2. Is there a rule saying one cannot have an Elite Advance and a Background Package? I realize there is most likely a points issue here, but I wanted to start a game with the characters having some points under their belt already and a character presented a very nice concept, but another player is fanning out the "Against the Rules" battlecry. Needless to say, before my players end up at each other's throats, I'd like the feedback on the issue.

It's often assumed to be the eye symbol tattoed/branded on the psyker's forehead. A common house-rule/interpretation is that a psyker who chooses Unremarkable will have a sanctioning electoo instead which can be switched between invisible (for being, well, unremarkable) and visible (for not being burned at the stake) at will.

2. Is there a rule saying one cannot have an Elite Advance and a Background Package? Let's see... would it for example make sense for a cleric character belonging to a certain sect to take the Redemptionist Firebrand background and the Cult Of The Red Redemption package? Yes, it would. Many elite advances can be taken after character creation anyway.

The only hindrance may be that the system intends the characters to start with 400 XP, which are obviously the only ones with which Start-only stuff can be bought in a normal game. Whether you consider the bonus XP you hand out to be used in the same way or whether they're more like regular adventure-awarded ones is entirely your choice. If you think it makes for a more interesting character without overpowering him, go for it.
