What is the determination as to which affiliation card is used? The book says that whichever affiliation makes up the "foundation." I assume that means whichever one has the most pods but want to make sure.

Depends on your deck. Some sets require a certain affiliation card. In a mixed deck it's best to use the affiliation of the faction you have the least Osets for
