Encounter setup order?

When I'm reading the setup rules in the quest manual for Shadow Rune, is this the order?

1. Heroes setup

2. OL Sets up

3. Place search tokens

4. Place special tokens

The reason I ask is what if the heroes setup their party in a particular order, for instance melee characters in front, and then I choose to pack the entrance with tons of Master kobolds or other monsters that a Blast could easily mop through. Now that the heroes are organized, there won't be a way for the heroes with blast to move to the front row.

Can the heroes choose to reorganize at the entrance now that the OL has placed? After the heroes reorganize can I choose to rearrange my open groups?

See the problem this can present?

Should the setup as it's wrote, be taken as steps 1-4?

You got the order right: it is described on p. 5 of the rulebook.

Actually steps 2, 3 and 4 are performed by the OL and their order is not decisive.

The main thing to remember is that heroes set up first, then the OL's monsters.

The heroes cannot reorganize their setup after the OL set up his monsters, tokens, etc.

The setup order must be respected.

I'm assuming the kobolds are right up against the heroes in this scenario, otherwise it would be relatively simple to move heroes around one their first turn.

Keep in mind that a Blast attack against an adjacent kobold would hit the attacker himself (and probably also a second hero adjacent to the attacker.) So, that plan may not be as ideal as the heroes think, anyway. You can't lob Blast attacks over the first row of kobolds because you don't have LoS to spaces beyond.
