Yes. House X Only is a deck building restriction and has no bearing in-game.

Just to clarify if I have ten towers in play and my opponent has an event that is house X only on the top of his discard, I can still play it correct?

First off... you're running Ten Towers?

Second - yes, you could, provided you could meet the play restrictions and pay any costs (with cards you control, if necessary). For instance, if it says you had to kneel a Holy character to play the event and you don't happen to have any... well, then you couldn't technically play that event.
