If one needs to put a Dragon scale on the Entrance , does the scale go anti-clockwise out to the outer region or does it go to the last space of the region and go anti-clockwise from there?

Reading the rules as written, it seems that you have to place the scale on the Ruins space.

If there's already a scale on the Ruins, you go counter-clockwise in the Outer Region.

If the Outer Region is full of scales, then it's Dragon Rage!
