Come April what sets will be legal to play? (I'm New to UFS)

All sets from Domination/Cutting Edge onwards.

In terms of promo sets, any characters and other promos with the 4-point (or 5-point) shuriken watermark.

and cards with a 5 pointed water mark will not be available until April 8th.

Is there a quick way to tell what set a cards from so I know if its legal?.

Ok so for Legacy all cards can be used in the deck,

and during tournament play it will just be the cards with a 4 or 5 point shurikin (So that takes out the Penny Arcade and everything right?)

Did I get that right?

right - standard events are 4pt shuriken and up starting with the release of set 12

legacy is everything inclusive
