No it's not. "search the top X cards of your deck" is very specifically worded on cards that allow you to do this. If Gates of Winterfell were to work with Karhold Rookery, it would need to be templated like "search the top 1 card(s) of your deck for a Stark chhracter and put it into play knelt".
