Are these the cards that you can advance, thereby increasing the cost of bypassing their sub-routines?

AP has nothing to do with being advanceable.
Ice that can be advanced will say "This ice may be advanced." There is no limit to how far you can advance them.
Advanced ice does not increase the cost of breaking subroutines - it does what it says it does on the card.

What does AP mean or do then and same with psi? Do the notations after ICE mean anything?
They are subtypes. AP is anti-personnel. By themselves subtypes to nothing, but may be referenced by other cards. Deus ex allows you to break any number of AP subroutines.
For example, Neural Katana also has the Sentry subtype. If it didn't your Killer Icebreakers which say 'break sentry subroutine' couldn't affect it.
Some subtypes currently do nothing (such as observer) but by existing on the cards now allows future cards to interact with them.
