can he give target locks to ships that do not have the TL ability?

Yes. At the May the 4th event when they first previewed the new ships, the booklet they passed out specifically mentioned Jendon passing locks to a TIE Interceptor as a use.

From a rules standpoint, a ship which doesn't have the target lock action available can't take the lock action (obviously) but nothing stops them from having a token passed to them. A similar situation could arise with Garven passing a focus token to a ship which wasn't able to take the focus action itself (perhaps due to a Damaged Sensor Array). Tokens are just tokens, and at least at the moment there are no restrictions on what ships can have tokens.

Jendon is basically taking sensor readings beyond what TIEs and such are capable of and then feeding that information to his wingmen.

That could be looking at things in the "basic" sense except that if Jendon passes off a target lock I believe that lock will remain even if the shuttle is destroyed or otherwise moves out of range. Of course once it's spent most TIEs can relock without some help.
