Just got the Dragon expansion.

I've gone through the rule book and have a query.

If you're in the Inner Region, do you still need to draw a Dragon token at the start of your turn?

Yes. If a Draconic Lord acquires 3 scales in this situation, he is still crowned as the Dragon King but all 3 scales are discarded!

What if you're on the Crown of Command?

Would you still need to draw a Dragon Token before fighting the Dragon King?
