Stimpacks, Stim Application Talent, and action economy

Does the Doctor Talent "Stim Application" provide the listed benefit on top of the usual stim healing or instead of it? Also, since it is a medicine check, which takes an action, does the action replace the usual stim application maneuver, or is the action done in addition to the usual basic stim activation steps?

Would Quick Draw make it an incidental?

All I know is the rules say it's a maneuver to draw out a piece of equipment and the rules for the stimpack says it takes a maneuver to use it. Personally, if it was stored in an easy to access location I would allow Quick draw to work. Again, I wouldn't have a big issue going with the interpretation that the one maneuver to use the stimpack includes drawing it out

I kinda wish they had given "Stim Application" a different name--on the surface it seems like it's about healing but it seems to be based around buffing a character's characteristic.

I'm not clear on whether it adds the characteristic boost in addition to healing or instead of it either.

While the full text for Stim Application states you need access to drugs, stimpacks, or a medkit, it doesn't state that such are consumed. It also doesn't state that the mentioned components are used in their standard capacity either.

I would say that the player needs to make a maneuver to draw whatever item he's going to use the Stim Application talent with. Then it's an action to use the talent itself. Since the person performing it will probably have access to a medpack (being a Doctor and all) it probably won't matter too much if he has to use it or not. If you're running a scenario where you're emphasizing that the players are low on resources you may want to rule that if he uses the talent with a stimpack it's consumed, but unless you're making a point of it I wouldn't bother.
