I noticed Infused Knowledge is listed under rank 5 and 7, and Ciphers (Astropath Sign) +10 is listed at both 2 and 3.

Have you checked the Errata? I'm pretty sure it fixes that.

It does not mention those two instances, unless they were intentionally duplicated for Alternate Careers, or Infused Knowledge stacks. But it just seems arbitrary for those two particular advances, hence I thought it seemed to be a mistake.
