I doubt it. The upgrade card has no red "weapon range" number.(See rulebook pg 19) The bomb detonates with the rules provided by detonate, while those specify range 1, they don't refer to "weapon range". Rhymer specifically references "Weapon range".
Weapon range is the attack distance, relative to your target, in which you are allowed to use the weapon... It has nothing to do with the blast radius of the weapon.
Bombs and proximity mines have their own rules regarding to that. They don't use weapon range, so Rhymer can't affect them.
I believe bombs and mines are in a category of their own and are NOT considered secondary weapons at all for rules purposes. I know the description on metalbikini says the "pamphlet goes out of the way to state that the Bombs are not Secondary Weapons" but don't have it handy to quote it specifically.

Are they immune to "Munitions Failure" critical hit result then?
I would have to read the insert again, but if it does actually state it's not a secondary weapon I'd say yes.
According to the inlet from the Firespray box bomb upgrade cards are not secondary weapons. At least the German translation says so. Someone check the English version, please.

That's my opinion too. Although Barrel roll and Boost weren't maneuvers either, and look what happened to them...

Barrel Roll and Boost still aren't maneuvers. They just operate in a maneuver-like way. Some times. When interacting with certain other specific abilities. On Tuesday.
Every THIRD Tuesday, actually, according to the last FAQ.
The Bomb Reference cards specifically say that bombs are not secondary weapons. A good thing about that is that if you get the crit which calls for you to discard a secondary weapon, Bombs are immune but missiles and torpedoes are not.
