For cards like dinosaur and djinn is there any particular order in which the hosting must occur? Can I play djinn and then host a program on it later or does the program already need to be in play?

Unless a card ability allows you to do otherwise, a card can only be hosted on another card at the moment of installing the hosted card. So you cannot move already installed cards onto Dinosaur or Djinn.
