I'm thinking the answer is no, but I'm not sure. As an example, I rolled 2 hits and 1 crit, the defender rolled 2 evades, so the attack connected. The card says do a damage and then cancelled all dice. So would that be do the first damage and then cancel all the rest (so in the case of 1 evade die rolled, leaving a hit and crit, it would just be a hit), or would it be just a regular damage since it doesn't seem like the dice are used for anything besides whether the attack connected.

Correct, no it can't. It states to basically roll to see if you hit and then ignore anything else the dice say.
If you hit the target receives 1 damage (non critical and unaffected by anything you may have rolled) and an ion token.
The damage inflicted by an ion cannon is directed by the card. It doesn't come from the dice at all.
So your read is correct.
