When a PC reaches their Wound Threshold, they are knocked unconscious and receive a critical wound. Can their group mate hit them with a Stimpack to bring them back up above the Threshold, or does that require a Medicine check?

The stimpack will bring them back up. However, you'll definitely want to take care of the critical injury with a medicine check sooner rather than later, since each one makes the chance of really nasty effects higher.
