Bannerman, Knight Any Phase: Discard a card from your hand to put an attachment of cost X or lower into play from your hand. X is the number of Bannerman characters you control.

Does Raymun's ability ignore OOH-penalties? As I understand it, OOH penalties only applies when playing (paying gold cost during marshalling phase) or placing (during setup) a card, and hence the anwer is "Yes" (there is no penalty to ignore).

Of course Ser Raymun's effect bypasses gold penalties. See the FAQ, $4.4, p 13:

"Put into Play" is a game mechanic that
bypasses all costs (including all gold penalties)
and play restrictions.

EDIT: A word of notice: Agotcards is a fantastic site, and good for a great many things, but it is absolutely the worst of the "Big Three" AGoT sites when it comes to reliable rules information.
