Battlescribe has an app for both Android and iOS. Finding the data files can be a bit tricky though, someone on Board Game Geeks just posted about the wave 3 update he did.
Otherwise there's Voidstate http://x-wing.voidstate.com/build That works both on a PC as well as Safari and android.

Yeah, I would endorse Battlescribe. It is available for free on both iOS and Android. I have developed a Wave 3 update file for it.

Let me know if you have any issues. We can make improvements or corrections if needed. This also corrects the Krassis ability text that was wrong in previous Battlescribe editions by different authors. Would anyone be interested if I updated the list for the newly spoiled Imperial Aces cards or should I wait until they are legal?
When adding the new System Upgrade cards the price and lines will appear on the screen in the roster creator but their game text does not yet appear on the "View the Roster" list text. This is an error we are trying to figure out. If you find anymore errors please let me know.
If you have any trouble try the following steps one at a time to see if they work. If not, move to the next.
1. Remove any previous link to an out of date data file from the Manage Data list. Delete all links, input the new link, and refresh. Then open a new roster to see if Wave 3 is there.
2. If you can access the root files on the phone (either through the phone or on your pc/mac) delete the .CATZ files in the "Catalogue" folder and the .GST files in the game system folder. This will force the app to download new X-Wing source files from our repository. Return to the Manage Data screen and input the link and try again.
3. You may want to try uninstalling the Battlescribe app and reinstalling it.
Known issues that will be updated in the next update (you will need to refresh from time to time)-
1. Captain Jonus' unique pilot ability to be fixed -- Currently has Vader's Text
2. Advanced Torps can't be put on Y-Wings, X-Wings, Slave 1
3. More Secondary Weapons can be armed than is legal

I've thought about building a squad builder for X-wing myself but I'd have to get copyright permission from FFG and Disney to get it into the app stores. It's also not a small undertaking to build it either, I'd have to give up a lot of my play time.

If you own AB that's cool, myself I never saw it as offernig enough value to be worth the price.
Maybe for the more hardcore 40k, fantasy players with a number of options to build lists from. But for something like X-Wing it's way, way over priced, again if you don't already own it for some other reason.
battlescribe works fine for me, and there is a link to a wave 3 update for it in this forum
Here is a list of squad builders. All have different features so I would suggest trying them out.
- Popular; can keep your purchases listed; random build; can keep your builds
- Popular; can random off your purchase and exclude specific cars; include expansion list
- Popular; Also lets you log in to keep your purchase; nice graphics and card browser
- More of an on-line spread sheet; prints your cards for your squads; not updated for Wave 3
- Graphic are nice; been having a few problems; click and drag; can save squads off-line.

I am not seeing this one in my tests. It shows up as 1 point for me for all the YT-1300s.
As an update, all of the other known issues have been resolved. System Upgrades are properly showing up as well. Please refresh your files to get the fixes.
I installed Battle Scribe last night. Works fairly well. The UI overall is a bit cumbersome - feels like more clicking/tapping than is actually necessary.
I also wish there was a way to view rules and stats without having to create a list first.

I agree. However, the ability to use it on my mobile device, save lists, and do it without an internet connection is key for me and is something no other list builder can do.

If you download the Battlescribe software on their website , you can use the Catalgue Editor to create your own ships and use them in the list builder. It really isn't that difficult. BS does not generate cards, but you can create customized ships. In a game it would still only really be useful if you printed the list out.
I have done this for a custom campaign squad that my buddies and I run. We've made the cards on our own and I have gone in and created our custom pilots, assigned them points values, given them new skills, etc. It is really handy to have them on my device as I devise how to build out the mission squad from my campaign list.

The only drawback is that it hasn't been updated with all the unreleased stuff yet, and the new X-wing pilots are still shown as unreleased. Nice app, though. Pretty simple to use, and has all of the card text included.

I found that it's also missing the unspoiled stuff from Rebel Transport.
I've been updating the BattleScribe file - more info at the link above. The file has Imperial Aces and the Transport completely in place, along with spoiled stuff from Wave 4, the Tantive, and Rebel Aces. I'm waiting for my latest update with the Phantom spoilers to go live, but it should be within a day or two.
Warning - these files have been upgraded and changed so much that your old lists may not load well. It is easiest to delete your old data files (not lists) before updating.
I like the (Yet Another) X-Wing Squad Builder. It's just got a great interface, and is very customizable. You can save your lists from it as well
