I hate Fires from Heaven. There are so few cities when I play with my wife (one or two) and at least one is destroyed every game due to the Summer card Fires from Heaven.

Is there a way, by the rules, to rebuild a city or for a city to, well, come back? I can't find anything in the rulebook.

Not without the expansion. The expansion has a Tactics card that allows a city to be rebuilt, though (Rebuilding Year).
