Galford + Stained Honor

I have gotten a ruling before (A long time ago from Dave, and again from someone at FFG) about using the Galford Form and then using cards like Stained Honor . The ruling I was given states that since the ability on Stained Honor is not linked with "if then" or "and then" the check does not need to get the minus to recieve the bonus. Has this ruling been reversed by James? Because another scout tried to tell me it didn't work, until I showed him the ruling I was given.

No, it works.

Galford says nothing about stopping an ability that reduces control checks, he just says control checks can't be reduced.

As you rightly stated the reduction of the first control check is not a necessary clause for the boosting of the second check with Stained Honor, so if you use Galford's Form then you can give your checks +5 with no drawback.
